Hong Kong International Airport (HKIA) has once again been named the world’s busiest cargo airport by Airports Council International (ACI), reinforcing the city’s position as a global aviation logistics hub and underlining the continued dominance of Asia Pacific gateways in international air freight movements.

The ranking, published by ACI as part of its preliminary 2025 world airport traffic data, confirms HKIA’s sustained leadership in cargo throughput, a position the airport has held for the majority of the past two decades. The achievement comes against a backdrop of significant operational pressures across the global air cargo sector, including elevated jet fuel costs, Middle East airspace disruptions and shifting trade patterns linked to ongoing geopolitical tensions.

HKIA’s performance reflects the structural advantages it enjoys as a strategic gateway between mainland China and global markets. The airport benefits from the deep integration of the Greater Bay Area economy, sustained e commerce volumes from southern Chinese manufacturing centres and the operational scale of dedicated freighter services operated by Cathay Cargo, Hong Kong Air Cargo and a wide range of international cargo carriers.

ACI’s broader 2025 traffic data also paints a picture of a global aviation industry that has firmly returned to and exceeded pre pandemic levels. Worldwide, airports handled approximately 9.8 billion passengers during 2025, with cargo throughput and aircraft movements both recording solid year on year growth. Asia Pacific gateways feature prominently across multiple ranking categories, reflecting the region’s position as the fastest growing aviation market globally.

Singapore Changi Airport handled close to 70 million passengers in 2025, expanding its network to more than 170 cities served by over 7,300 weekly scheduled flights. Tokyo Narita supported 18 new routes launched by 15 airlines over the past 12 months, while smaller regional hubs such as Penang International Airport recorded strong growth, with Penang specifically posting an 8.4 per cent increase in passenger volumes to 8.31 million.

However, ACI has flagged growing concerns about the sustainability of the 2026 outlook given escalating geopolitical risks. Disruptions affecting key Middle Eastern hubs including Dubai, Abu Dhabi and Doha have raised serious questions about the resilience of global air connectivity, with the council noting that prolonged airspace constraints could test the ability of alternative gateways to absorb rerouted traffic without significant delays.

For Asia Pacific cargo gateways such as HKIA, the Middle East situation cuts both ways. On one hand, disrupted Middle Eastern hub operations can divert cargo flows to alternative routings, potentially benefiting Asian gateways with strong direct connectivity to Europe and North America. On the other hand, longer rerouted flights consume more fuel, reduce aircraft utilisation and tighten effective capacity across the network.

Hong Kong’s cargo dominance has historically been challenged by other Asia Pacific contenders, particularly Memphis (the FedEx hub) in the United States, Shanghai Pudong in China, and Seoul Incheon in South Korea. The competitive landscape has tightened in recent years as Chinese mainland airports have invested heavily in cargo infrastructure and as e commerce volumes have shifted between hubs based on regulatory and tariff considerations.

Looking ahead, the ACI rankings serve as a reminder that Asian airports continue to define the global aviation landscape. The continued investment by major regional gateways in capacity expansion, cargo handling infrastructure and digital systems positions the region to maintain its leadership position even as broader macroeconomic and geopolitical conditions create headwinds for the industry as a whole.

For Malaysian aviation stakeholders, the rankings underscore the importance of continued investment in cargo handling capabilities at Kuala Lumpur International Airport (KLIA) and other major gateways, particularly as MAHB pursues its post privatisation infrastructure programme and as carriers expand belly cargo capacity on long haul routes. Penang International Airport’s strong showing as a Routes Asia 2026 finalist further demonstrates the depth of Malaysian aviation infrastructure beyond the primary KLIA hub.
